Correction (October 13, 2026): An earlier Westside Ledger report published October 12 identified the applicant as Kamashita Investments, LLC. The Planning Commission clarified during its October 13 meeting that the correct name is Kamishita Investments, LLC.

WAIMEA, Kauaʻi—The Kauaʻi Planning Commission approved Zoning Amendment ZA-2026-7 on Tuesday, October 13, changing the zoning designation of a property at 1-9814 Kaumualiʻi Highway in Waimea from T4 Village to T4 Village Center.

The amendment was requested on behalf of Kamishita Investments, LLC, whose legal representative, Brendon Philipps, appeared before the commission during Tuesday’s meeting.

When the matter came before the commission, Philipps requested approval of the zoning amendment. The proceedings offered limited discussion of the applicant’s intended future use of the property or whether a specific development project is being considered.

The change from T4 Village to T4 Village Center could affect the types and intensity of development permitted on the property. However, the precise development opportunities resulting from the amendment, along with any additional approvals that may be necessary, have not yet been independently confirmed.

The commission’s approval of the zoning amendment does not, by itself, establish that a particular development project has been approved.

While the commission approved the requested change, questions remain regarding the property owner’s long-term plans and what the revised zoning designation could mean for the surrounding Waimea community.

Westside Ledger has requested additional information from the applicant’s legal representative, Brendon Philipps, regarding the purpose of the amendment, any anticipated development, and potential implications for neighboring properties.

As of publication, Westside Ledger has not received a response from Philipps.

Westside Ledger will continue following the matter as additional information becomes available.
